The new U.S. ambassador to Iraq wants to shift $3.37 billion in aid earmarked for water, sewage and electricity projects in the country to efforts to improve Iraq's security and oil output and create more jobs, the Wall Street Journal reported on Monday.

Ambassador John Negroponte, who took his post in June, issued his request in a cable last week to State Department officials, the newspaper said, citing unnamed U.S. officials familiar with the cable's contents. The money is part of $18.4 billion in reconstruction aid approved by Congress approved last November.

John "Death Squad" Negroponte was born in London in 1939, graduated from Yale, and went to work for zioni$t communi$t Henry Kisseinger in Vietnam as officer-in-charge at the National Security Council (NSC) from 1971 to 1973. The Neocons' Vietnam resulted in the deaths of 58,000 of our fine brave soldiers and the deaths of 2.5 million Asians. comrade zioni$t Negroponte served as U.S. Ambassador to Honduras from 1981-1985. Logic dictates Negreponte ordered graduates of the SOA to kill the 50,000 who were murdered under his watch and torture countless others opposed to $ulzberger zioni$m communi$m in Latin America.

Some of the School of Americas 60,000 graduates are notorious Manuel Noriega and Omar Torrijos of Panama, Leopoldo Galtieri and Roberto Viola of Argentina, Juan Velasco Alvarado of Peru, Guillermo Rodriguez of Ecuador, Hugo Banzer Suarez of Bolivia and Gustavo Álvarez Martínez, Honduras security police chief and later Honduran top military commander.

NEW YORK - A judge ordered the immediate release of nearly 500 protesters just hours before President Bush was to speak Thursday night at the Republican National Convention, then fined the city for refusing to comply with his order.

State Supreme Court Justice John Cataldo fined the city $1,000 for every protester held past a 5 p.m. deadline that he had set for their release. He ordered the release of 470 people.

"These people have already been the victims of a process," Justice Cataldo told the city’s top lawyer.

The detainees had been in custody for anywhere from 36 to 66 hours.

The interim Iraqi government's decision to extend a month-long ban on Aljazeera's reporting in the war-torn country has been criticised by the network and media rights groups.
The secretary general of Reporters Without Borders, Robert Menard, on Saturday condemned the decision to indefinitely extend the closure of Aljazeera's Baghdad office.
The decision "contradicts Iraqi officials' statements on democracy", Menard said, adding that it went against the notions of law and freedom.
Iraqi security forces stormed into Aljazeera's Baghdad office on Saturday and sealed it with red wax.
Reporters without Borders and the New York-based Committee to Protect Journalists were among several media bodies to criticise the original ban, which was imposed on 5 August amid an upsurge in US-led military operations in Iraq.
Aljazeera said it was outraged at the decision, saying the ban was inconsistent with the Iraqi administration's pledges on press freedom.
"We are also outraged at the procedures they have used. Police attacked our office this afternoon, took photographs and sealed it up," Aljazeera spokesman Jihad Ballout said.
"Yes, we have been getting pictures out of Iraq, but like most others we are depending on the news and footage agencies to get our pictures. So we abided by the law," Ballout explained.

4.58am Mr Putin arrives at the scene and tells the people of Beslan: 'Today all of Russia suffers for you.' He says the security forces did not plan to use force and that they suffered heavy losses.

6.00pm Mr Putin addresses the nation on television. He admits to his people that Russia had shown weakness in the face of danger and must now mobilise to fight a 'brutal, all-out war' with terrorists.

Frances is still a dangerous hurricane but has (at least for the time being) weakened from the 145-mph Category 4 storm that it was on Thursday to a 105-mph Category 2 storm.

Present thinking puts landfall on the east coast of Florida, any time from late Saturday to Sunday morning.

God how are you doing today? About a year ago I asked you do something with that Category 5 hurricane coming this way and I felt like You did a good job quelling it. It was nothing when it came in north of Wilmington. No one gave You much credit for quelling that hurricane. I can't remember that hurricane's name, but I drove around Wilmington during the middle of it and it was a nice little hurricane but miles, and miles away from a Cat. 5 it once had been.

But I am thinking about asking you to do something with Frances. I want people to know we are buddies. You and Me God. I really want to blow the minds of hurricane experts. So they say, mumble, what in the heck is going on with dag on hurricane? Get the experts to say things like, This ain 't normal. That hurricane ain 't acting right.
